New EBMUD Test Will Be Required of Homeowners

Chester Nakahara, Interim Director of Public Works, has submitted a staff report recommending an agreement requiring all persons selling their home in Piedmont to complete a Verification Test of the home’s sewer lateral for leaks and obtain a Compliance Certificate from EBMUD.     This certification process would also be required when remodeling work exceeds $100,000 or the size of the water meter is changed.

Verification testing would be performed by EBMUD; repair or replacement of any defects would be performed by the homeowner, with appropriate permits issued by the City of Piedmont.    No information on the cost to homeowners of the testing, the permits, or the potential defects are listed in Mr. Nakahara’s staff report.  The City Council will consider the agreement on May 16, 2011.

This new certification requirement would be part of an agreement between the City of Piedmont and EBMUD implementing the Regional Piedmont Sewer Lateral (PSL) Ordinance passed by the Piedmont City Council on February 7, 2011.  (Mr. Nakahara previously arranged for Piedmont to be the first satellite agency to implement the Regional PSL Ordinance.)

Under “Financial Considerations”, the staff report notes this agreement with EBMUD will not impose any new costs on the City of Piedmont.  The potential cost impact on Piedmont homeowners is not addressed in this staff report, nor in prior staff reports on the new Ordinance.

The certification agreement with EBMUD will be considered at the Piedmont City Council meeting on Monday, May 16th at 7:30 p.m. in City Council Chambers at 120 Vista Avenue.
